Romania's Electrica gives away EUR 5.2 mln contract without public tender

Energy company Electrica signed a contract worth over EUR 5.2 million with SAP Romania on August 1. No public tender took place, and the contract was attributed through direct negotiation, reports local Hotnews.ro.

SAP Romania needs to provide maintenance services related to the SAP licenses, which are necessary for Electrica’s IT system. The energy company argued that these services could be provided by a single bidder, due to technical reasons, and that’s why it hadn’t organize a public tender.

The contract was previously attributed to Fair Value on May 27, 2013. The firm is a provider of SAP technological solutions. The company’s SAP licenses were bought from the German software solutions provider SAP SE, which has a turnover of over EUR 10 billion. SAP Romania is its local subsidiary.

The largest shareholder in Electrica is the state, which holds a 48.7% stake.
