New law compels block administrators in Romania to submit financial records for all dwellers to check
Block administrators in Romania will have to show the block association's financial records to all lodgers in the block, on a quarterly basis, the Government has decided.
This measure will help prevent fraud with joint association money. Administrators will have to submit information about bank account balances, paid and unpaid bills, salaries and undertaken projects.
This can be done either in hard copy, or via email, and all documents have to bear the signatures of the administrator, block president and auditor.
This comes as a reaction to the increasing number of frauds made with block association money, as in many cases apartment owners were paying their monthly due amounts regularly, but the administrators were not paying the bills on time, and using the money in their own interest. In many cases, water or gas supply was cut for blocks were owners were paying regularly their maintenance fee called 'intretinere'.
