Three Romanian companies, Quality Business Solutions, Best Learn Consulting and Promo Media will provide the Ministry of Foreign Affairs (MAE) an information system for the institution's "online library" management, in a contract worth EUR 4.36 million (VAT included) for 6 months. Both EU money and budget financing will help complete the project.

"The online library project is an integrated information system that aims to digitize and organize the Ministry's document archive and to present the relevant documents in a virtual library," reads the notice of award on www.e-licitatie.ro, quoted by Mediafax.

The project comprises three stages. For the first stage, Quality Business Solutions will provide the information system, worth EUR 4.33 million (VAT included). The second stage was awarded to Best Learn Consulting for project management services, worth about EUR 10,618 (VAT included). Promo Media will take care of the project's promotion and advertising, for EUR 19,212.

With EUR 10.6 million turnover in 2013, Quality Business Solutions is wholly owned by the Romanian entrepreneur Octavian Nicolau. The company won contracts of more than EUR 7 million from the public institution Special Telecommunication System (STS), according to the investigative project riseproject.ro.  Quality Business Solutions is in the process of being acquired by S&T Romania, pending Competition Council approval.
