Romanian IT companies UTI Group and Total Soft placed the only bid for modernizing the national electronic system for public acquisitions (SEAP) and the e-licitatie.ro public auctions site. The contract is estimated at EUR 6.2 million, VAT included, according to Mediafax.

The two companies associated to get this contract, with Total Soft acting as subcontractor.

The two companies will supply servers and IT equipment, software licenses, databases, as well as installing and configuring services, analysis, design, implementation and testing for the system. They will also provide training for the IT specialist that work on the system’s maintenance.

The project should be finalized in 16 month after the contract will be signed.

The e-licitatie.ro system was launched in March 2002. It was developed by a consortium made of UTI Systems, Hewlett-Packard Romania, Microsoft Romania and Total Soft and for a cost of EUR 4.5 million.

UTI Group is controlled by Romanian businessman Tiberiu Urdareanu and had a turnover of EUR 125 million in 2013. Total Soft is controlled by private equity firm Global Finance and posted sales of some EUR 20 million last year.
