Romania grants EUR 120 mln military contracts without public tender

State-owned company Romtehnica, which carries out exports and imports for the Romanian Defense Ministry, attributed in December three military contracts worth almost EUR 120 million for the acquisition of radio stations, anti-tank missiles, and radars.

Two US companies and a German one won the contracts, without any public tender, reports local Hotnews.ro.

The largest contract amounted to almost EUR 79 million and went to Harris Corporation Communication Systems for the acquisition of communications equipment and radio stations. The second largest contract totaled some EUR 23 million for the acquisition of portable anti-tank missiles and went to German company Eurospike GmbH. The Romanian state also paid EUR 15 million to US firm Lockheed Martin Overseas for buying a tridimensional radar.

The three contracts were published on Romania’s System for Electronic Acquisitions (SEAP) last Friday. They were attributed through negotiation without public tender. The justification was that the products and services could be provided by a single bidder, due to technical reasons.

SEAP data show that the Romanian state has attributed tens of similar contracts to Harris Corporation Communication Systems from 2007 until now.
