Romania ranks first in the region for most legal changes

Romania ranks first among the countries in the region for most legislative changes, with over a quarter (299 laws) of the total number of laws (1,098) adopted in six countries in Central and Eastern Europe between August 1 last year and August 1 2016, according to the report Grayling AcTrend 2016, drafted by Grayling CEE Public Affairs Practice Group.

The ranking remains unchanged compared to last year. Poland ranks second, with 227 laws, followed by Hungary, with 186 laws.

The total number of laws adopted at regional level rose by 5.5% year-on-year. Almost half (483) of the total number of laws adopted in the region have a direct impact on the business environment.

Most of the laws target the financial sector (17%), the services sector (12%), and agriculture (11%). The least affected sectors were the IT&C, the industry and the energy sector.

In Romania, more than half (52%) of the legislative changes were made via emergency ordinances.
