Three firms win EUR 26 mln bid to digitize a century of information on Romania's births, deaths and marriages

18 December 2013

Three companies have won a tender to digitize Romania's population registry data from the last 100 years. The country will have to pay some EUR 26.5 million to Romsys, Indra Sistemas and Mercury 360 Communications to bring to a digital form around 75 million documents about births, deaths, marriages that took place in the last 100 years.

The new system which the three companies will create will also allow authorities and the population to file requests and to receive their documents online. The three winning companies will also work with subcontractors, a consortium made of Technology Network Services, Quantrio Consulting and Star Storage.

The two other bidders for this project were the consortia made of S&T Romania, Siveco Romania, Expert One Research, Frontal Communications, BCS Business Consulting Software, and of UTI Grup, CertSIGN and AM Project Design & Consulting.

Promised by the authorities to mark an irreversible and much needed change in the Romanian society, the digitization contract with the bid winners will include development and implementation services, scanning and storage services for the archive, as well as supplying hardware – servers, printers, among others – for all the 3,188 population registry centers across Romania, as well as creating and equipping a data center.

The consortium will also provide consultancy on project management, as well as advertise for the project and provide information about its implementation.
