Vodafone-led consortium wins tender for health-monitoring IT system in Romania

The consortium composed of Vodafone Romania and Phoenix IT, led by the former, has won a tender issued by the Ministry of Health for the acquisition of an IT system that will enable monitoring, documentation, and exchange of medical data in emergency healthcare units and regional centers across the country.

The consortium was the sole bidder, and its IT system must also provide the possibility for remote consultation and/or provision of a second opinion and support for anesthesia and intensive care activities (ICU). The contract was estimated at RON 107.4 mln (EUR 21.6 mln), excluding VAT.

The IT system will function as a decision-support tool in emergency situations within a central unit of the Ministry of Health.

According to the specifications, the general objective is to increase the use of ICT in direct communication between the Ministry of Health and the 18 most important adult and pediatric, and emergency healthcare units, and regional centers in Romania.

"One specific objective of the tender is to improve the quality of healthcare and facilitate citizens' access to quality medical services by implementing a Unified Electronic Clinical Information System for Anesthesia and Intensive Care (SIEC-ICU) for the 18 most important adult and pediatric healthcare units in Romania, emergency healthcare units and regional centers,” official sources cited by Profit.ro said.  

The system will allow for continuous, comprehensive, accurate, and traceable monitoring, including medical-legal aspects and information archiving. Executed procedures and administered medication, as well as the condition of patients cared for in these units, will also be recorded. The new IT system aims to reduce the number of errors while increasing the productivity and efficiency of medical staff by decreasing bureaucracy.

The project will be funded through European funds. The system is expected to become operational within 12 months.
